COMMUNITY MEETING USED TO MAKE PROCESS TRANSPARENT
The new Sewer Board directors elected and/or appointed in May have rapidly moved to educate themselves and the community about all of the agencies and partners involved in making a waste treatment system a reality. The June 16 stakeholders meeting was a significant information-sharing event. CCV directors were present at the meeting and developed the summary below.
This document was developed in February 2023 to outline overall concerns regarding the plan to pursue a drain field 3+ miles from Cooke City, the community with significant waste water management problems.
The Sewer Board has virtually ignored CCV's letters asking for information and greater transparency. The Board has also consistently ignored Montana's public meeting laws regarding posting agendas. Despite repeated requests, meeting materials and other documents critically important to a properly functioning District are not made available to District residents.. Public comment has been regularly stifled. Out of frustration, CCV is informing the Park County Commissioners of these ongoing issues.
Although County Commissioners do not have a direct, supervisory role over the Sewer Board, the Commission has legal oversight and control over significant federal and state funding that would pay for the sewer project and has committed to funding agencies that all state and federal laws will be followed. The money comes to Park County and is then passed to the Sewer Board. In this capacity, Park County Commissioners can withhold approval to transfer funds if they determine that the Sewer Board acts inappropriately.
